2 cups flour
1 teaspoon yeast
2 tablespoons milk powder
2 tablespoons starch
2 teaspoons sugar
A pinch of salt
2/3 cup warm water

How to make crispy luqaimat
Put the yeast and sugar with the warm water, and stir until completely dissolved.
Mix the rest of the dry ingredients and stir them well in a deep bowl, then gradually pour the yeast mixture over them, kneading all the ingredients well by hand or using an electric mixer, until you get a soft dough with a consistency similar to pancakes.
Cover the dough with plastic and leave it to rise for an hour and a half to two hours, until it doubles in size.
Put the oil in a frying pan over medium heat and leave it until it gets hot.
Shape the dough into small balls using a teaspoon greased with oil, and fry them in the oil. Or you can put the dough in a confectioner's funnel and use scissors to make small balls.
Do not move the luqaimat after placing it in the oil until it floats on top of the oil, then stir it until it becomes golden in color, then remove the luqaimat from the oil, and drain the excess oil.

To make the syrup: Put water and sugar in a pot on the fire until the water boils and the sugar dissolves, then calm the heat and add the lemon juice and stir for two minutes, then remove it from the heat and leave it to cool.
